Text Box: OVERVIEW OF SOUTH AFRICAN LOCAL LEGISLATION


There are numerous local government authorities in South Africa, which form a distinct third tier of government, and each has its own competencies to make legislation.  This legislation is commonly referred to as “by-laws”.

These local authorities have, since they came into being, been responsible for both the legislation they have themselves produced, as well as certain pre-1994 national and regional legislation assigned to them as and when its competencies allow. (Note that post 1994 legislation may also have been delegated or assigned to a local government authority.)
