To promote road safety, to establish a road safety council and a road safety fund, to provide for the discontinuance of the application of certain provisions of the National Road Safety Act, 1972, in so far as they apply to the Northern Province, to repeal the former Venda Road Safety Act, 1981, and to provide for matters connected therewith
