Long title

To amend the Devolution of Powers to Local Government Act, 1998; in clause 2 to omit clause 2(1)(b) and clause 2(2) and substitute them with new clauses providing for powers, duties and functions of local government; insert a new clause 2A to provide for capacity building to allow transitional councils to perform their duties; amend clause 3 to substitute the Director-General with the Premier and to insert a new clause to provide for a member of the Executive Council responsible for local government to make regulations.
