Publications Amendment Act, No. 60 of 1986
Long title To amend the Publications Act, 1974, so as to regulate anew the conditions of office, remuneration and allowances of members of the directorate, committees and appeal board; to repeal the sections which provide for the submission of films to the Coloured Advisory Committee and the Indian Advisory Committee, which have ceased to exist; to prohibit the distribution of publications or objects the possession of which has been prohibited; to prohibit the possession of such publications or objects with the object of distributing them; to provide that a certain presumption will arise in any case where a person has in his possession at any particular time more than one copy of a certain publication or object; to further regulate the imposition of conditions in respect of the distribution of publications or objects which are in terms of decisions of committees not undesirable; to extend the periods within which appeals may be noted against decisions of committees; to provide that a single list of certain publications or objects shall be compiled and kept up to date; to make further provision for the examination of films submitted for approval for exhibition in public, and for the conditions subject to which such approval may be granted; to provide that the rejection of a film submitted for approval for exhibition in public shall be made known by notice in the Gazette; to further regulate the registration of a maker, distributor or exhibitor of films; to authorize a committee to prohibit the possession of films which, when they were submitted for approval for exhibition in public, were rejected; to create certain offences relating to the possession and publishing of films which have been rejected by committees; to provide that a certain presumption will arise in any case where a person has at any particular time in his possession more than one copy of a certain film; to provide that the director shall compile and keep up to date a list of all films which have been rejected; to extend the quorum of the appeal board; to provide that the chairman of the appeal board shall once every three years compile a list of the names of persons from whom certain committees of experts shall be constituted; to adjust the amounts of certain fines which may be imposed for contraventions in terms of the Act; to render certain acts punishable; and to insert or amend certain definitions; and to provide for incidental matters.
