TECHNICAL AUDIT of legislation
The failure of administrative and procedural processes around the making and application of legislation can result in, at the very least, uncertainty about the status of legislation, about what its texts are, when it applies, to whom it applies, how it applies, and how to interpret its components. At most, it can result in a serious failure of the rule of law.
Rule of Law (ROL) Technical audits of legislation focus on whether legislation fulfills various formal requirements (such as, was it published?) and whether its contents has an internal consistency (such as, an index that matches the labeled contents) that allows one to clearly identify and apply any instructions of the legislature which it might contains.
