Dealing with the Rule of Law (ROL) is an endeavour that cannot be the task of one person, but many. The practical application of the ROL is an incredibly complex, largely unexplored area of knowledge and expertise How to define it as cause rather than effect, what variables are appropriate to its measurement, the dataset appropriate to those variables, the development of ROL Standards against which to measure those variables, and use of that dataset, statistical analysis of results, and the best application of the ROL by the Public, the Legislature, the Executive/administration, and the legal profession and Judiciary, requires the direct insight by and expertise of experts in a number of fields.
